A Wyoming woman accused of plotting to have her brother killed in Washington state is back in custody after an off-duty police officer reported seeing her drinking wine at a Gillette bar and gambling venue, violating her bond conditions.
Phyllis Krogman, 65, is charged with conspiracy to commit attempted first-degree murder in connection with the July 2025 stabbing of her brother — by her husband — in Washington state. The charge carries a possible sentence of up to life in prison.
Her husband, Thomas Krogman, was sentenced March 16 to 39 years in prison for attempting to kill his brother-in-law.
Prosecutors said the attack was a deliberate attempt to take a life and noted that the victim survived the stabbing.
What Happened
According to court records, Daniel Henry was stabbed multiple times in the face and chest on July 2, 2025, while working at a Motel 6 in Clarkston, Washington.
Investigators say Thomas Krogman drove about 13 hours from Gillette, Wyoming, to carry out the attack.
Authorities allege Phyllis Krogman helped set up the encounter.
Investigators say she called Henry about a day and a half before the stabbing and asked where he was living and working, according to an affidavit filed in her case. Henry told authorities he was both staying at the motel and working there.
Krogman told her brother she planned to visit him around her birthday in late June, the affidavit says. During the call, she accused Henry of sexually abusing family members.
Henry denied the allegations and ended the call to return to work, the document adds. When he called her back later, the conversation turned to routine matters and a possible visit.
Henry also said he had not seen either Phyllis or Thomas Krogman in about 10 years before the attack.
About a day and a half after that phone call, Henry said he was confronted and stabbed by a man later identified as Thomas Krogman, the affidavit says.
Investigators wrote that both Henry and another sibling believe Phyllis Krogman encouraged or directed her husband to travel to Washington to seriously hurt or kill Henry.
Phone Call From Jail
Additional evidence cited by investigators includes a recorded jail phone call on July 14, 2025, between the couple.
During that conversation, Phyllis Krogman allegedly expressed anger about past allegations involving her brother, according to the affidavit.
“I want to know when my brother pays the price for the victims in his past,” she said, reportedly. She then lists herself, two sisters and a cousin as alleged victims, "and there are others from Colorado, Wyoming, to Washington and Idaho.”
Thomas said that her brother "has never been charged with these because we were all quiet and look where it's got me,” according to the affidavit. She replied that she is not being quiet anymore.
Phyllis Krogman was arrested July 14, 2025, at the Asotin County Courthouse in Washington following her husband’s bond hearing. She later posted a $250,000 bond in September 2025.
As a condition of her release, she was prohibited from consuming alcohol.
Court documents state that on March 27, an off-duty police officer reported seeing Krogman drinking wine at the Horse Palace in Gillette, which would violate her bond conditions.
As of Wednesday, Krogman was being held at the Asotin County Detention Center in Washington. A scheduled bond review hearing for Wednesday was delayed after a judge became ill.
A pretrial hearing is scheduled for Monday.
