Claiming a deputy touched his chest in a “sexual” manner, a male Wyoming jail inmate on Jan. 1 sued Platte County Detention staffers and demanded $2 million in taxpayer funds.
Johnny Emmanuel Otero, from the jail in Platte County, alleges in a handwritten lawsuit complaint filed in the U.S. District Court for Wyoming that a jail deputy touched his chest in a “sexual” manner and drew on his neck with a pen.
Platte County Sheriff David Russell told Cowboy State Daily in a Friday email that when Otero first accused the jail deputy of the advance last summer, investigators determined the report was unfounded.
“Our agency looked into the report and found it was unfounded, and as such Mr.Otero was charged with false reporting,” said Russell.
Otero now alleges that his false reporting ticket was an act of retaliation.
“I’m requesting relief in the sum of 2 million dollars for damages and a temporary protection order on (the deputy),” wrote Otero in his complaint.
Russell said Otero is in jail for felony stalking, criminal entry, violation of a valid protection order, fleeing or attempting to elude law enforcement, and interference with a peace officer.
