U.S. House candidate Reid Rasner on Tuesday called for the defeat of "Freedom Caucus losers." Cowboy State Daily’s Clair McFarland reports that Rep. John Bear, a prominent member of the group, had a harsh rebuke, saying Rasner is a "failed career candidate who has brought division, dysfunction and political games to our state.”

“Reid Rasner came out strong on Tuesday, basically calling for Wyomingites to defeat the Freedom Caucus at the upcoming August 18th election, and in response, Representative John Bear had strong words back for him, and when I was doing research on this, and I wondered how the other House candidates, U.S. House candidates, feel about the state-level Freedom Caucus, and I found pretty much widespread disapproval. Secretary Gray, who is endorsed by the caucus, did not comment by publication. The other candidates I interviewed all voiced disapproval.”

The Wyoming Freedom Caucus is a controversial group of Republicans in the state House of Representatives. Proponents praise the caucus for proposing bold reductions to the state budget and efforts to pass socially conservative policies into law. Opponents accuse it of over-relying on its national network and advancing sloppy or generic legislation.

The Weiser Knoll fire near Lander has exploded to be Wyoming's largest wildfire with 0% containment on Tuesday. Cowboy State Daily’s Mark Heinz reports that the fire started by an overheated wheel bearing on Highway 28 on Sunday.

“It's up to over 16,500 acres. Still 0% contained, about 200 personnel involved, and I talked to some townspeople in Lander, then a couple of ranchers told me they've seen slurry bombers and helicopters out there and the BLM confirms that they have been dropping water and fire retardant on it as well as having crews fight it on the ground, so it's kind of all hands on deck response at this point.”

According to state and federal fire agency reports, the fire was sparked at about 2:15 p.m. Sunday on Highway 28 about 13 miles southeast of Lander. The overheated bearing caused three initial fires to spring up alongside the road at a spot known as Johnnie Lee’s Corner, according to reports. 

The Big Horn County Coroner's Office is reopening the cold case of a man found floating in the Greybull River near Basin in 1973. Cowboy State Daily’s Kolby Fedore reports that investigators still don't know the man’s name or how he died, but have released photos of what are thought to be his belongings.

“The coroner's office did not reveal why they are choosing to reopen this case now, but they are saying the circumstances of John Doe's death are suspicious and could have been a homicide. Authorities are saying that the man had brown hair, brown eyes, and a reddish mustache. He was around five feet six inches tall, and an estimated 150 to 160 pounds. The coroner's office said they are considering DNA testing as a last option, but the items that were found have been handled so much in the past 50 years that the DNA is likely eroded. The coroner's office said that they are also considering exhuming the body, which is buried at the Basin Cemetery.”

At the school board meeting in Rock Springs on Monday night, a parent presented the Sweetwater County School District No. 1 Board of Trustees with a petition calling for Cole Wright's removal as board chair. Cowboy State Daily’s Kate Meadows reports the petition was signed by 105 people.

“Cherell O’Driscoll says that school board chair Cole Wright has violated the district's ethics policies, committed open meeting violations, and behaved unprofessionally. At Monday's board meeting, Odrisco presented to the board a petition with over 100 signatures asking for the school board chair's dismissal of his position as chair, she made it clear that she doesn't necessarily she's not pushing for him to be off the board entirely, just that she doesn't believe he's doing his job as the chair. The Goldwater Institute, a think tank that represents individuals' First Amendment rights, got involved when O'Driscoll reached out asking for legal advice. They have said that the Sweetwater County School District is misusing its recently revised public comment policy to quote unconstitutionally silence critics.”

According to Parker Jackson, an attorney at the Goldwater Institute, the district faces possible litigation if it does not fix the alleged violations. That could mean lawsuits in state or federal court – or both – based on violations of the First Amendment and state law.

A crowd gathered in Yellowstone's Lamar Valley on Monday as three rangers used kitchen knives to dismember a bison carcass. Cowboy State Daily’s Andrew Rossi reports that a tour guide said, “They opened up her belly and backside to expose more flesh and blood for the predators to smell.”

“There wasn't an easy way to haul it out of that spot, so three people with the bear management team went out there with seven-inch kitchen knives, and they dismembered it. They cut off all the legs and dragged them away, and then they opened up the back, the belly, and the backside so that it would attract more predators. People who enjoy watching what happens at carcasses get the experience of seeing the grizzlies and the wolves and other animals show up to enjoy the free meal.”

Within 30 minutes, the bison had been butchered, and the three bear management men were back at their vehicles.

A woman was hospitalized Monday after a presumed black bear attacked her while hiking with her dogs near Teton Pass. Outdoors Reporter Mark Heinz reports that Game and Fish officials, who closed the trail, described the incident as a "defensive encounter."

“Apparently, it was a classic surprise at close range sort of thing. There's been bears and it's cropping up all over. We just had that incident, or I guess a couple of incidents in the Bighorn Mountains with a black bear. The game and fish ended up killing that black bear because it had already torn up one camp, and then it just kept coming into another camp.”

In a statement, Game and Fish says the unidentified woman was well-prepared and successfully deployed bear spray during the incident. Following the encounter, she was able to walk back to the trailhead and was subsequently treated at a local hospital for her injuries.

A Colorado man accused of leading a Wyoming state trooper on a 100-mph chase that ended with one of his passengers dead has been bound over to district court on aggravated homicide by vehicle. Cowboy State Daily’s Kolby Fedore reports that investigators found fake urine and a sex toy in the wreckage.

“The case of a Colorado man who is being accused of a 100 mile per hour car chase that ended in a crash, and the death of one of his passengers on july 23 is now advancing. James Moore's case is being bound over to district court, but one of the charges is not. a second degree murder charge is not going to be bound over. For now Moore is being held at the Laramie County Detention Center on a $100,000 cash-only bond. His next court appearance will be for an arraignment.”

James K. Moore, born in 1999, now faces aggravated homicide by vehicle involving DUI, punishable by up to 20 years in prison, along with property destruction, two aggravated fleeing charges, reckless driving and a taillight violation in connection with the July 23rd crash south of Cheyenne.

Long before he built his cabin in Savery, Jim Baker led two dozen men in an 1841 fight that gave Battle Mountain its name. Cowboy State Daily’s Renee Jean reports that now his far-flung descendants and a tiny museum are fighting time, money, and rotten logs to save the frontier scout’s last home.

“This guy was every bit the equal of Jim Bridger, Kit Carson, people whose names we know. You say Jim Baker outside of Wyoming, and people are like Jim Baker who? They don't know him, and it's not because he didn't do legendary things. Jim Baker survived not just a grizzly bear attack, but an attack by two grizzly bears at once. And you know, the Battle Mountain is named Battle Mountain and Savory is named that because of a fight Jim Baker led him and 24 scouts based on hundreds of Indians.”

Little Snake River Museum Director Lela Emmons tells Cowboy State Daily that members of HistoriCorps and other volunteers in the Savery area spent last summer hand-hewing cottonwood logs to replace water-damaged logs at the cabin. But, the work is not finished.

A group of Glenrock residents showed up at Monday’s Town Council meeting with questions about the four Flock cameras that have been operating around the community for roughly two years.

They wanted to know more about who authorized the license-plate-reading cameras, where they are located, why the town needed them and who controls the information they collect.

Police Chief Colter Felton, who has overseen the cameras, was absent because of a family emergency, said Mayor Bruce Roumell. The Town Council told residents it would hold a work session on the issue within the next couple of weeks.

“All I want to see is transparency,” Glenrock resident Eric Farrington told Cowboy State Daily after the meeting.

Flock cameras use automated license-plate recognition technology to record passing vehicles and can provide law enforcement with information that can help identify vehicles involved in investigations.

The cameras have become a growing subject of debate in Glenrock, with residents raising questions on social media about the technology, its location and who has access to the data.

According to public records, Felton obtained a permit from the Wyoming Department of Transportation to install the cameras on state highway rights-of-way near the edges of Glenrock.

 the department has cameras at every entrance to town.

The cameras were purchased and installed in 2024 after the police department included them in its budget and the council approved their purchase, installation and use, Roumell said in a phone interview with Cowboy State Daily.

“We put out information about it and talked about it in council meetings,” he said. “We really didn’t get a ton of, I guess, people showing up to talk about it, or with any sort of issue.”

Felton said the primary purpose of the cameras is public safety, including helping investigate crimes such as bank robberies and kidnappings.

Agencies seeking to place equipment on state highway rights-of-way must obtain permission from WYDOT.

Some residents have questioned whether Glenrock’s Flock cameras are actually inside town limits because of their placement along highways.

Roumell said Monday that annexations have expanded Glenrock’s boundaries over the years, meaning the cameras are technically within the town limits despite the perception they are outside town.

Farrington said he attended Monday’s meeting hoping the council would address concerns about the cameras, but the council deferred to the police chief.

“All of a sudden there are some people that are upset about it,” Roumell said.

Farrington, who has lived in Glenrock for more than two decades, said he understands the argument that cameras can help law enforcement solve crimes.

But he questioned whether the technology is necessary in a small community with relatively little crime.

Farrington said he is especially interested in understanding how the system works and what safeguards are in place for the information collected.

“I want transparency,” he said. “I want to have questions answered.”

He said residents deserve to understand how technology that can record their movements is being used by their local government.

“I want the council to be an open book to the community you serve, especially with the national attention on the Flock cameras now,” Farrington said.

Farrington said one of his concerns is that residents might not have realized the cameras were there when they were installed.

The questions come as law enforcement’s use of technology to track people’s movements is receiving renewed national scrutiny.

In June, the U.S. Supreme Court’s high-profile ruling on digital privacy sparked widespread legal debate over whether the constitutional logic used against mass cell-phone tracking could eventually apply to automated license plate readers like Flock.

Farrington said the national discussion about digital surveillance has made him more interested in understanding Glenrock’s own system.

He also draws a distinction between information people voluntarily put online and information collected by government-operated surveillance equipment.

An 85-year-old man approached Farrington after Monday’s meeting and questioned why Farrington was concerned about the cameras when people voluntarily share so much information on social media.

“I don’t have to post on Facebook,” he said. “The Flock cameras were not my choice.”

The Flock cameras were not listed as an agenda item for Monday’s Town Council meeting, and no new or old business was listed.

The public-comment portion also experienced a technical problem: The microphone was not turned on, meaning comments could be heard by people in the room but were not audible to people participating online.

With Felton absent, the council did not attempt to resolve residents’ questions Monday.

No date for the work session has been publicly announced, though resident Alisha Hodge told Cowboy State Daily the group opposing the cameras has asked for another meeting to be scheduled before elections.

According to the Pacific Legal Foundation, a nonprofit public interest law firm, an estimated 120,000 cameras along American roads log data into a nationwide, searchable database accumulating billions of records every month.

The Weiser Knoll wildfire southeast of Lander, sparked by an overheated trailer wheel bearing Sunday afternoon, exploded to roughly 16,300 acres by late Tuesday afternoon and was 0% contained. 

The fire, the largest of the summer so far in Wyoming, prompted an evacuation order for residents in the Twin Creek Drainage area, east of Wyoming Highway 28. More than 200 fire personnel were fighting it, according to the federal government's InciWeb wildfire tracking website.

Area rancher Rhett Abernathy told Cowboy State Daily that by about noon Tuesday he and others hoped the worst was over, as winds calmed and “slurry bombers” continued to drop water and fire retardant on the blaze.

Sunday night was awful, he said, as the fire was driven by strong winds.

“That first night, the wind picked up and the fire started running down the ridges. Everybody was just waiting for their places to go up,” Abernathy said.

Rancher and outdoors business owner Ron Hansen, who lives about 7 miles northwest of Lander, told Cowboy State Daily late Tuesday that he was worried about another possible wildfire. 

That blaze appeared to be growing about 5 miles southwest of Fort Washakie, he said. 

“If this one blows up, it’s going to come straight for us,” Hansen said. 

With hot, dry conditions persisting, he said he’s worried about how bad the fires might get. 

“I hate to say this because I’m in the outdoors recreation business. But I’m almost to the point of begging people to not go outside, to not go out into the hills,” Hansen said.

Lander resident Michelle Motherway told Cowboy State Daily  she was camping with family Sunday and drove back into town after the fire started. 

“There were five-foot flames right on the side of the highway,” she said. 

The smoke in town wasn’t terrible Tuesday, but late Sunda, it was miserable, Motherway said. 

“Two nights ago, it was really reminiscent of the (1988) Yellowstone fires, where you could see that the moon was orange and the sky was orange. It was just eerie,” she said.

Abernathy said that during its initial stages, the fire tore through ranchland on the Abernathy Ranches and Bureau of Land Management allotments leased by the ranch. 

It was touch-and-go for a while, he said, as they scrambled to move cattle out of the flames’ path. 

Luckily, Abernathy said, nobody was hurt and no cattle were killed. 

“We had a couple of old log cabins and old barns burn, but they were of no function,” he said. 

However, a significant amount of rangeland was rendered useless for grazing, he said.

“It will be the year after next before we can graze any of it again,” Abernathy said.

Motherway owns Mr. D’s Food Center in Lander, which has been helping to feed firefighters. 

“When the fire broke out on Sunday, I got hold of the fire incident command, and we arranged to get food for them,” she said. “We fed 65 people Sunday evening.” 

But as local Wyoming State Forestry and BLM crews were called in, the number of firefighters needed three meals a day delivered to them ballooned.

“We’re feeding 200 people breakfast, lunch, and dinner,” she said. 

With only three full-time staff at the store, meeting demand requires “an army of volunteers,” Motherway added. 

Codi Jorgensen, a local teacher, volunteered to help prepare firefighters’ meals, along with her 11-year-old daughter. 

“We were there (at the store) for four or five hours, putting meals together,” Jorgensen said. 

Motherway stepping up to help is “just Michelle being Michelle,” Jorgensen said. So, she and her daughter were happy to pitch in.

She added that while the smoke hasn’t been so horrible in town, the fire still has an ominous presence.

“We can see it from our back deck at my house. You can see the flames,” Jorgensen said.

Motherway said there have been some “lookie-loos” showing up to try to get a look at the fire, which can impede firefighters and cause safety problems.

“Twin Creek Rd. is closed to the public and only open to area landowners. Highways WY 28 and US 287 remain open, but please remain alert and yield to fire traffic and crews working in the area. For public and firefighter safety, the public is asked to remain out of and away from the fire perimeter,” the agency stated in a fire update Tuesday afternoon. “Red Flag conditions, characterized by strong gusty winds, low relative humidity, and elevated temperatures, contributed to heightened fire activity yesterday (Monday).” 

On Tuesday, ground crews were “constructing direct containment lines," as aircraft continued to drop water and fire retardant. 

“Coordination continues with local power companies to restore power to the area,” the BLM reported.

A 38-year-old New York woman admitted in Natrona County District Court on Tuesday to traveling to Wyoming and attempting to steal money from banks to pay off her drug debt.

Christine Fitzpatrick made her confession as part of a plea agreement with the Natrona County District Attorney’s Office before Judge Kerri Johnson. Fitzpatrick appeared beside her attorney Dylan Rosalez.

Rosalez told the court that under terms of the plea deal with Assistant District Attorney Amanda Kirby, Fitzpatrick would plead guilty to charges of conspiracy to commit forgery and conspiracy to commit theft.

A third charge of possession of forged writings would be dismissed.

The deal caps any prison sentence at five years, Rosalez said. His client would also have to provide restitution for stolen funds.

Johnson read the charges against Fitzpatrick and asked if she understood the potential penalties as well as the plea agreement.

The judge said she would “defer acceptance of the agreement” until after a pre-sentence investigation.

Fitzpatrick then pleaded guilty to the two charges and Johnson asked her for details about what she had done.

Fitzpatrick said she owed her drug dealer money in New York City.

“He sent me with a driver from New York to take (money by) withdrawal from banks,” she said.

Fitzpatrick agreed with the judge that she used stolen identification documents that were altered with her own photo to do the withdrawals.

The judge asked if she obtained funds from a bank in Casper.

“For the one here in Natrona County, I don’t believe so,” Fitzpatrick said.

Rosalez asked the judge to continue his client’s $100,000 cash or surety bond. The judge agreed and ordered the pre-sentence investigation.

A Casper police affidavit states that Fitzpatrick and her two partners were successful in obtaining $12,500 from a Buffalo ANB branch before arriving in Natrona County in the late afternoon of April 3 to try the same scheme.

A Casper ANB Bank branch contacted the Casper Police Department at 4:30 p.m. about a woman trying to obtain an $8,400 line of credit using a military ID of a woman they did not believe was the person standing in front of them.

Police found Fitzpatrick in an alley near the bank and approaching a black Mitsubishi Mirage hatchback that immediately left the scene when the officer initiated her lights, a police affidavit states.

The vehicle was later located by Laramie County Sheriff’s deputies and two suspects were arrested and sent to Natrona County to face charges.

Court cases involving conspiracy to commit forgery and conspiracy to commit theft charges continue in Natrona County District Court against Fitzpatrick’s co-defendants Anthony Reynolds, 21, and John Stallworth, 45.

Casper police reported that Fitzpatrick possessed a fraudulent U.S. Army ID and a fraudulent U.S. passport. Both had the same name on the IDs and displayed Fitzpatrick’s photo.

“(Fitzpatrick) stated that during her three days in Wyoming she committed several line-of-credit withdrawals from numerous banks in the state,” the affidavit states. “Two days prior to this incident, she made three successful withdrawals in the amount of $8,400 at unknown banks.”

Fitzpatrick told police she had two unsuccessful attempts at other banks on April 2 but had been able to successfully withdraw $12,500 from the ANB Bank in Buffalo.

The woman also told police she did not know what city she was in but knew she was in Wyoming and that she knew the IDs she possessed were fraudulent.

Fitzpatrick also told police she had been instructed to leave all her identifying information in New York.

A phone seized from Fitzpatrick contained information on the name of the person on the passport and U.S. Army ID. 

The Washakie County Sheriff’s Office contacted Casper Police about an identity theft case involving the name of the woman on the IDs carried by Fitzpatrick, the affidavit states.

The Buffalo Police Department confirmed to a Casper investigator the theft of $12,500 from the Buffalo ANB Bank branch.

Growing up, Texan James Neeley had never heard of mountain man Jim Baker, who was a frontier scout, trapper and early non-Native settler with ties to both Colorado and Wyoming when the West was young.

A sister’s genealogy search changed all that a couple decades ago. On Saturday, he was among a handful of Baker descendants who gathered for a photo commemorating the Little Snake River Museum’s work to preserve the cabin Baker built when he settled in present-day Savery in 1873.

Members of HistoriCorps and other volunteers in the Savery area spent last summer hand-hewing cottonwood logs to replace water-damaged logs at the cabin. The work is not finished, Little Snake River Museum Director Lela Emmons told Cowboy State Daily. 

Efforts are already underway to raise additional funds to keep the restoration going, and to source more of the huge cottonwood logs 

Long before he built his cabin in Savery, Jim Baker led two dozen men in an 1841 fight that gave Battle Mountain its name. Now his far-flung descendants and a tiny museum are fighting time, money and rotten logs to save the frontier scout’s last home.
