Richard Tygret, 58, showed up at the Cheyenne National Cemetery on Monday to randomly place an American flag on the burial site of a military officer who he doesn’t know. The deceased person, Robert M. Samuel Jr., served in the Navy, and was buried in the cemetery last July.
