A clerk at Max’s Convenience Store in North Casper said he saw the shooter walk under the I-25 underpass with his hands raised. A customer heading north on North Center Street said he saw a man walking on the sidewalk raise his hands and lay on the sidewalk as a police car passed by turned around.
