In an effort to improve government transparency and support rural health care, the blockchain industry, agriculture and other industries in Wyoming, Charles Hoskinson, co-founder of the Cardano and Ethereum blockchain platforms, proudly announces the launch of the Hoskinson Government and Policy Center.
The Policy Center will focus its efforts on government relations in Wyoming, a state where Hoskinson has already invested significantly, building a state of the art medical clinic in Gillette and buying and running a bison ranch in Platte County, in addition to numerous other ventures. Some of the Policy Center’s immediate goals include helping pass legislation that will ensure access to stem cell therapy in Wyoming.
“I’ve invested my time and resources here in Wyoming because I believe this state can lead the nation in responsible innovation,” Hoskinson said. “Through the policy center, we will work to strengthen rural health care, modernize agriculture, and improve government transparency — proving that with smart legislation and the right technology, Wyoming can set the standard for how decentralized systems can deliver beneficial change in all walks of life.”
Karen Wheeler, former Deputy Secretary of State of Wyoming, will lead the Policy Center as its Executive Director. Wheeler worked in the Secretary of State’s office for 37 years and under seven different administrations. Since her 2022 retirement, Wheeler has been providing governmental affairs services for all Hoskinson entities in Wyoming.
"I am truly honored to lead the Hoskinson Government and Policy Center as we work to advance thoughtful, forward-looking policy across healthcare, agriculture, and technology," said Wheeler. "These sectors have always been at the heart of Wyoming's strength and growth, and our goal is to bring together innovation, collaboration, and practical policy solutions that make a lasting impact for our communities."
Kendrick Ladd will serve as General Counsel and Head of Policy for the Center. A former U.S. Army Officer and federal regulatory investigator, Ladd is a licensed Wyoming attorney and eight-year resident of Casper.
“I’m honored to support the Center’s mission of advancing policies that foster principle-grounded innovation across Wyoming’s industries,” said Ladd. “To benefit current and future Wyoming generations, the integration of emerging technology in government must spring from and strengthen Wyoming’s foundational principles of liberty, integrity, and government accountability.”
Leo Wolfson will serve as the Wyoming Communications Director for the Policy Center. Wolfson most recently served as the State Politics Reporter for Cowboy State Daily from 2022-2025. During his seven years working in Wyoming journalism, Wolfson won numerous awards for his work and gained a deep understanding of Wyoming politics and the lawmaking process.
“I am beyond thrilled to be joining an organization like the Policy Center that’s focused on supporting Charles Hoskinson’s efforts to make Wyoming a strong and independent state for generations to come,” Wolfson said. “I truly believe Charles will continue to make a positive difference in this state and look forward to helping with these efforts.”
The Policy Center plans on taking an active role in the 2026 elections in Wyoming as well and will coordinate with its Wyoming Integrity Political Action Committee throughout the election cycle.
