Within hours of dispatching a social media and news alert Tuesday seeking a serial flasher in Jackson, Wyoming, police had a suspect in custody.
Alvaro Santiago Par-Toc, 23, is charged with stalking in Jackson Circuit Court and indecent exposure charges in Jackson Municipal Court on claims that he’s followed multiple women and girls in town and revealed his genitalia to them in the past two weeks, Jackson Police Lt. Russ Ruschill told Cowboy State Daily on Wednesday.
Ruschill dispatched a media alert 23 minutes after noon Tuesday describing the flashing behavior of a man who was then unknown, along with a blurry photo taken from security camera video, depicting the male.
At about 5:30 that evening, a person walked into the police department saying he or she recognized the alleged flasher. The source “provided a home address and some very loose information.”
Ruschill sent a couple night-shift officers to the address to knock on the door and talk to the resident.
There they encountered Par-Toc and interviewed him.
As a result of an interview, police were able to arrest Par-Toc at about 8:45 Tuesday evening, Ruschill said.
‘Confirmed It Was Him’
Par-Toc has a Jackson address and is employed in Jackson, the lieutenant added.
“He confirmed it was him in the video,” by looking at the video still-shots, and “basically … admitted being there, admitted pulling up his shirt (but) said he was doing so to wipe sweat off his face, and when he did that, his pants fell down,” said Ruschill.
Ruschill called these statements a “mild admission.”
While Ruschill cited about four exposure incidents Tuesday afternoon, at least two more flashing reports surfaced after he dispatched the announcement, bringing the total to six, he said.
All six incidents have the same basic details of a suspect “approaching women and exposing himself to them,” he said.
The women and girls enduring this behavior figured out quickly what was going on and looked away, he said.
The case is still ongoing. Police are collecting videos and interviewing witnesses or victims, Ruschill said, adding that Par-Toc is presumed innocent until proven guilty.
Par-Toc was still in police custody Wednesday.
“Thanks to the press, thanks to everybody that came in and spoke to us,” said Ruschill. “We’re always looking for anyone else that may have been victimized by this gentlemen to reach out to us or to (other victim-witness) services.”
