A Sublette County man charged with 20 felony counts of sexual exploitation of children for allegedly distributing child pornography could face up to 240 years in prison if convicted.
The case against Big Piney resident Clayton Wesley Mullikin, born in 2005, was elevated to Sublette County District Court this week with a plea hearing set for April 16, the court reports.
Mullikin is accused of using the social application Kik to chat with people and post videos of underage girls performing sex acts, according to an affidavit of probable cause written by Sublette County Sheriff’s Office Detective Travis Lanning.
Kik is an app known to be used to solicit and share child pornography, the affidavit says.
Mullikin was put on the radar of the Wyoming Division of Criminal Investigation after the agency received a tip about a user with an internet address that traced back to Mullikin was using Kik to share alleged child sexual abuse material (CSAM), the affidavit says.
Lanning was assigned to take over the investigation in January, he wrote, then reviewed search warrant information produced by Kik that shows a number of chat and group chat interactions with Mullikin’s account, Lanning wrote.
The email address Mullikin allegedly used to set up one of two Kik accounts traced to him has the handle “balltoucher69420,” the affidavit says.
20 Videos
The data linked to the Kik account “contained chat information as well as file name information for media files that were sent and received,” the affidavit says.
In a few hours in late December 2024, a number of CSAM files were shared by Mullikin’s account, Lanning wrote.
That includes at least 20 videos showing prepubescent females engaged in numerous sex acts, sometimes with what appear to be adult males, the affidavit says. Some of the videos include the girls using objects like toothbrushes and hairbrushes.
In between posting the video files to a group chat in Kik, someone using Mullikin’s account also posted chat messages suggesting a desire to view and share CSAM, the affidavit says.
One message asks someone if they have “any teen?” material to share, while another makes a crude sexual comment about the body of an underage girl. Yet another message asks someone in the group chat if they “got any super young?”
“That cuffed girl getting absolutely smashed is fantastic,” he allegedly messaged a little later, followed up with, “Love the incest vid with the masked girl.”
At one point, another Kik user messaged Mullikin’s account asking if they could trade CSAM, Lanning wrote.
“Wanna trade? Group is getting flooded with bad content,” the other user messaged. “Yeah I am down,” Mullikin’s account replied.
Mullikin was bound over to Sublette County District Court on Tuesday.
Each count of sexual exploitation of children — distribution of child pornography calls for a sentence of up to 12 years in prison, a fine of not more than $10,000, or both.
A conviction on all 20 counts with consecutive sentences could mean a maximum penalty of 240 years in prison and $200,000 in fines.
