A 61-year-old Casper man on parole for possessing child pornography is behind bars again, accused of soliciting and having a secret cellphone with hundreds of images and videos of violent sex acts with children, including infants, toddlers, and a newborn.

Bradley Allen Wilkison waived his preliminary hearing last week and was bound over to Natrona County District Court on 15 counts of sexual exploitation of children.

He admitted to investigators he sought out and purchased child sex materials from people using online apps, according to an affidavit supporting the charges filed in his case.

Going by the username “Bob,” Wilkison used an application called Telegram to communicate with others to buy and send child pornography, the affidavit says, including some graphic chat exchanges with sellers.

To someone with the username Maya, Wilkison first negotiated how many videos of child pornography he could get for a certain price, according to a transcript of their chat history included in the affidavit.

Wilkison: “How much”

Maya: “Link of 100 files $100; link of 200 to 300 files $200; link of 500 files $340”

Wilkison: “To (sic) much sorry”

Maya then posts a long list of prices for collections starting at $25 for 10 videos. Wilkison finally decides on buying 20 videos for $30.

He then tells Maya he’s going to send a $30 Razer gift card to pay for the package and requests videos of “preteen rape and incest” of children ages 6-11.

Maya: “Ok $30”

Wilkison: “Yes. Are they good”

Wilkison: “Do you have bdsm under 12”

Maya: “You mean those?” Maya asks after sending him files.

Wilkison: “No … where they are tied up and f***ed”

Tip Of The Iceberg

The graphic Telegram negotiations for child pornography files weren’t the only evidence found on Wilkison’s cellphone, which he wasn’t supposed to have as a condition of his probation, the affidavit says.

Along with a number of photos and videos of himself masturbating, forensic analysts with the Wyoming Division of Criminal Investigation identified 332 files depicting child sexual abuse, including 219 videos, the affidavit says.

Of those, 50 files depicted infant- or toddler-aged victims.

“Wilkison admitted to having an addiction to ‘normal’ adult pornography,” according to the affidavit. But then “he got curious and sought out files of CSAM (child sexual abuse material), stating he was desensitized to pornography.”

He went on to admit that of his cache of child porn, files depicting 12- to 13-year-old girls are his “primary” interest.

His search history shows violence also is a theme in the child porn he allegedly sought out, the affidavit says in outlining examples of Google searches recovered from the cellphone.

Those include: “hadicapp porn,” “incest porn,” “ass f***ed bondage granny porn,” “pedo porn,” “teen rape porn,” “electric shock porn,” “beat my daughter porn,” “f*** my little baby.com,” and “schools in casper wyoming.”

The videos found also were graphic, the affidavit says, including one showing a male sodomizing a female toddler and another 43 seconds long that featured an adult man with “a newborn female child.”

“The newborn was crying throughout the video,” the affidavit adds.

Penalties

Wilkison remains in the Natrona County Detention Center on $100,000 consecutive bonds, which means if he were to get out of jail, he would need to post a $100,000 bond for each of his 15 charges — effectively $1.5 million total.

If convicted, he could get up to 10 years and up to a $10,000 fine for each count of sexual exploitation of children. A consecutive sentence could mean up to 150 years in prison and fines up to $150,000.
