Child Porn Charges For Cheyenne Man Accused Of Sharing Videos Of Young Girls

A 27-year-old Cheyenne man who has an online handle of “the punk skater” faces child pornography charges. Court documents made available Tuesday say he allegedly had images and videos of young girls engaging in sexual acts with adults and an animal.

A 27-year-old Cheyenne man faces three child pornography-relatedcharges in Laramie County District Court following a Wyoming Division of Criminal Investigation that began in December 2024.

Joshua Hayden Keller waived his preliminary examination in Cheyenne Circuit Court on two counts of sexual exploitation of a child involving the creation, receiving or distribution of child pornography related to online activity Sept. 24, 2024.

He also is charged with possession of child pornography related to the execution of a warrant May 7.

Court records made available Tuesday show that DCI received a cybertip from the National Center for Missing and Exploited Children on Dec. 17, 2024, involving eight files of suspected child pornography uploaded and shared in a private chat with another user on the social media application Kik.

The DCI agent tracked down the IP address associated with the online user to an address in the 600 block of Cherry Street in Cheyenne.

The screen username associated with the files was “the punk skater,” and the agent learned that Keller’s social media showed him to be an “active skateboarder.”

A search warrant of Keller’s Kik account revealed 15 video files of child sexual abuse material, including the eight files from the cyber tip traced to Sept. 24 involving the uploading and sharing of the material, the affidavit states.

Chat messages related to “punk skater” in private messages to three separate Kik users Sept. 24 showed him sharing child pornography videos with users.

One Kik user wrote Keller that he was “into taboo” and “young and incest.”

Keller responded to users “I got young” and “down to trade” as he shared files.

Second Cybertip

A separate cybertip March 21 of this year also was traced to Keller and the screen username “relapsedloli” that showed the account uploadedand/or shared 15 files of suspected child pornography.

File descriptions included images of bestiality involving a young girl and a dog, of sexual assault involving an adult male and young girl, a young girl performing a sex act on an adult male and more.

The DCI agent found 19 files of child exploitation material related to the “relapsedloli” account as well as the 15 files of suspected child pornography that were uploaded and shared in a private chat with another user between March 5 and March 7.

There were also seven “self-produced images that were sent to other Kik users” that included images of an adult male nude or partially nude from the waist down.

“The physique of the individual in these seven self-produced images was similar to the physique of (Keller),” the affidavit states.

On May 7, DCI agents executed a search warrant on Keller during a traffic stop on South Greeley Highway near College Drive in Cheyenne. During the stop they seized Keller’s cellphone.

The agent also observed a birthmark halfway between the waist and armpit of Keller that could be seen in some of the photographs discovered on the “relapsedloli” Kik account, the affidavit states.

DCI agents found the Kik app on Keller’s phone as well as the account names “thepunkskater” and “relapsedloli.”

Examination of the phone uncovered 19 images of child pornography.

“Several of these images were thumbnail images from several of the video files of child pornography that were distributed on Kik by (Keller),” the affidavit states.

The affidavit stated that images on the phone included 10 images of a young girl committing a sex act on herself, one of a young girl performing a sex act on an adult male and one of a young girl being sexually assaulted by an adult man.

Both of the sexual exploitation of a child charges involving distribution of child pornography carry a penalty of five to 12 years in prison and a $10,000 fine. The possession of child pornography charge carries a potential penalty of up to 10 years in prison and a $10,000 fine.

Bond for Keller was set at $50,000 cash.
