Northern Arapaho Tribal leaders told a Christian pastor who said "a pipe cannot hear your prayers" to leave their reservation. The pastor said she's staying, and won't apologize for preaching from the Bible. 

The Northern Arapaho Tribe’s executive branch has asked a Christian church to leave the reservation, the tribe’s chair said Friday.

In response, Foundations for Nations pastor Sarah Lucas told Cowboy State Daily she and her family aren’t planning to leave yet. They’re looking to legal solutions to stay – and hoping for a “revival” in the meantime, Lucas said.

The church, which has operated in Fremont County for nine years, sits within the borders of the Wind River Indian Reservation, but it’s on a parcel of private, not tribal, land.

The controversy erupted eight days ago when Lucas discouraged some tribal faith practices during a church service, just as the tribe finished its Sundance ceremonies. She had said, “a pipe cannot hear your prayers,” and “we know that Jesus is enough.”

. Northern Arapaho Tribal members were furious at what they cast as an insult to their “grandfather pipe” – a revered relic associated with the Arapaho creation story.

Protests unfolded at the Riverton City Hall and at the Foundations for Nations church site in the town of Arapahoe.

“I want a public apology from them,” said Northern Arapaho Business Council Chair Keenan Groesbeck during a 

 last Tuesday. He stood in front of a yellow tape line that stretched across the church’s driveway.

“If they don’t want to apologize to us, they can leave,” said Groesbeck. 

Protestors joined in a traditional chant as honks and whoops sounded from passing vehicles.

Lucas went to a meeting with tribal leaders Friday. She said the council allowed its “Four Old Men” elder group to join the meeting, and leaders discussed the importance of the pipe relic and told her to leave.

“Just so everyone knows. We told Foundations For Nations and Sarah Lucas they got to go. We ain’t putting up with their bullshit,” says Groesbeck’s Friday post. “

Groesbeck could not be reached for comment by publication. Nor could the other council members except for Sami Dresser, who declined to comment.

The tribe’s spokesman did not respond to a request for comment by publication.

Lucas told Cowboy State Daily she won’t apologize for preaching from the Bible, though she wishes to apologize “that it came off as an attack.”

“But I am a Christian preacher. I am a pastor and I preach the full counsel of God’s word,” she said. 

Lucas said she’s not against the sun dance altogether: she supports fasting and praying as a whole concept. But she understands the ceremony also involves “the worship of the pipe,” she said, adding that’s idolatry, and irreconcilable with the teaching that “Jesus is the only way.”

She pointed to the divisive messages the Bible attributes to Jesus, and the persecution and martyrdom his followers suffered.

“You could take everything from me but you can’t take my God,” said Lucas. “I’m willing to be martyred for the faith. I’ve counted the cost.”

She voiced mild surprise at the current outrage, saying community members have maligned Jesus and biblical teaching to her for years and she hasn’t retaliated. 

Regarding the tribal community, Lucas said she loves them and wants to maintain a forgiving posture. She referenced the high suicide, poverty, and addiction rates of the reservation. And she reiterated part of the same message that sparked this clash.

“Only Jesus can turn a life around, can deliver somebody, can set somebody free,” she said, adding that she’s called to preach that and is “more concerned with eternity, than I am about earthly hate.”

Lucas said people have been “twisting” her family’s message, casting their work as a grift and slandering them. She countered, noting that she did not take a salary for the church’s first several years, and that she’s now at about $25,000 annually. Her husband has worked two jobs in the past to pay their bills, she said.

She rebutted other rumors about harms to kids in the church’s sizable kids’ program, saying “All these lies are making the kids in our program feel unsafe. And that just hurts.”

Lucas indicated her family isn’t ready to leave the reservation. She said she wants to see people’s hearts changed.

“They might be mad for now, but I believe the supernatural power of God is going to turn this around,” said Lucas. “We don’t obey man. We obey God.”

She said she and her family are working with an attorney to remain on their parcel. They’re also weathering death threats, according to multiple screenshots Lucas sent Cowboy State Daily.

The outlet reached out to the FBI late Monday and will update this story when the agency comments.

Special church events are suspended for now, but church is scheduled for each Sunday as usual, Lucas said, adding that some kids still want to come to youth group, and some parents have been asking when the church will start youth group again.

The church runs a philanthropic food pantry, which closed early last week.

Chris Friday, a tribal member who has helped to coordinate multiple protests, told Cowboy State Daily on Monday that the question of whether the Lucases and church must leave the reservation “Now (is) probably going to involve the courts.”

Friday helped organize another protest outside the church during its Sunday service, which occurred on schedule. He said church attendees were seen “carrying around guns.”

Lucas confirmed this in her own interview, as she referenced the death threats.

“There’s people protesting there all the time,” said Friday, regarding the church. “Just, what they said, man. It hurts us as Arapaho people. Makes us seem like we’re lower than them, that their way is better than ours.”

Friday defended the Arapaho prayer traditions, saying they go back generations, and non-tribal members have often tried to observe them without permission.

“Why are they interested in us so much? Why are they trying to save us? I don’t know. We don’t need any saving or anything; we didn’t ask for them,” said Friday. “They should just take the hint and leave – respectfully of course. Go back to where you were.”

The Fort Laramie Treaty of 1868, which Arapaho and other tribal leaders signed along with the U.S. government, says any “bad men among the whites” or other people who “commit any wrong upon the person or property of the Indians” shall be, “upon proof” handed to the federal government for arrest and punishment according to the nation’s laws. The offender shall “also reimburse the injured persons for the loss sustained,” the treaty says.

Friday referenced the clause as a potential avenue for barring the Lucases from the reservation.

Some tribes invoked it against the federal government in litigation regarding pharmaceutical companies’ marketing and sale of opioid drugs to tribal members. That claim failed because the tribes “(failed) to allege a ‘wrong’ cognizable under the treaty,” says a Dec. 9, 2020, 

 of Federal Claims, and the opioid company hadn’t come onto the reservation to commit some wrong.

Friday noted in his interview that tribal land surrounds the Foundations for Nations private land parcel. He wondered aloud if the tribe could block the Lucases’ access, but said “I don’t know how that would really work. It would probably have to go through the court.”

Lucas’ full sermon was unavailable at least as of Monday. The one-minute, 38-second clip that went viral last week depicts Lucas paraphrasing from the Bible: “tear down the altars, tear down the idols.”

She spoke of “this nation” gathering in recent days, praying. The tribal members had just conducted their sun dance ceremony.

“They prayed to pipes and they prayed to the ancestors, believing this is the way for their freedom. To get free from addiction, for people to be healed … this is what this culture did this week,” said Lucas.

“Because we know that Jesus is enough. He’s enough. It’s not Jesus-plus. It’s Jesus everything. He’s everything,” said Lucas.

She referenced people she described as tribal members who have become Christians.

“And they understand the price … when they say that publicly. The persecution that can come with them publicly,” Lucas said. “But they know that this is it. Jesus is the chain breaker. He’s the only one that we should be praying to. A pipe cannot hear your prayers.”

Christian Wassana, an enrolled Cheyenne Arapaho of Oklahoma who played Martin Kills Many on “Yellowstone," told Cowboy State Daily in a Wednesday interview that tribal members are still wrestling with troubling treatments by past, Christian-affiliated missions, such as the boarding schools that forbade the children from speaking their native languages.

Indian boarding schools proliferated in the nation a century ago, many run by religious groups and funded with federal money.

Historical accounts tell of tribal leaders who wanted their kids to gain an education, a federal government that wanted to assimilate the kids and religious leaders who wanted to convert them.

Northern Arapaho sub-chief Sharp Nose sent his son, Little Chief, to the Carlisle boarding school in Pennsylvania in the late 1800s, hoping the boy could learn skills from the white man for surviving in the new culture.

Little Chief died in the school’s infirmary in 1883 and was buried on school grounds – a common occurrence for tribal children.

Jesuits came to the Wind River Indian Reservation and built St. Stephen’s Indian School in 1884.

A galloping horse and rider that’s been an iconic piece of downtown Cheyenne folk art hasn’t galloped for many years, but it will Friday —  just in time to welcome its local fans and Cheyenne Frontier Days’ visitors.

The pony and rider have been featured outside The Wrangler’s western-wear store at Capitol Avenue and 16th Street since the late 1950s or early 1960s. It’s now owned by Boot Barn. No one knows precisely when the sign made its first appearance, and there’s no record of its creator.

But there will be no doubt about the identity of the local family that refurbished the pony and rider, which stands 8 feet tall and about 9 feet long.

Brothers Patrick and Dennis Graham and Dennis’ son Brandon said they have each spent about 90 hours working on the project since the original sign was taken down May 20.

A first move when they brought it to Patrick’s house was to sign their work on the interior, out of sight but available for any future historian who wants to know who was responsible for the galloping horse 2.0.

Other attempts have been made to fix the sign, but City Councilman Pete Laybourn said they didn’t pan out.

“The horse has been the icon of downtown Cheyenne for a long time, and it deteriorated,” Laybourn said. “It quit running and looked raggedy-ass, so about four years ago in cooperation with Visit Cheyenne we took the horse down and repainted it, worked on the motor and put it back up.”

The horse briefly galloped before the internal gearing gave out. 

“That was a big disappointment,” Laybourn recalled. “We believed it was very important for the downtown people to step up and help. We tried to fix it twice and were very frustrated that it wouldn’t stay fixed.”

When the councilman visited Patrick Graham at his real estate office last year, across the street from the Boot Barn, he asked what he wanted to see improved in the area.

“I just wish the horse would ride again,” Patrick said.

Said Laybourn: “Patrick and I went over and tried to fix it without taking it down, and it ran very briefly again.”  

They contacted the store’s manager, and he agreed they should work together to rehabilitate the sign. The Boot Barn relied on the expertise of the Graham family, which volunteered to do the work, and the store agreed to pay for the parts.

The Grahams and Laybourn took down the sign, took it apart and re-created it. The original was made of plywood, and they replaced it with Marine plywood, which is specifically designed to withstand moisture and resist water damage. It also resists rot and fungal growth.

“It’s going to last for a long time,” Laybourn said.

Patrick told his brother it shouldn’t be a complicated job or take much time; Dennis responded that he was crazy. But Patrick knew that Dennis and Brandon, who own Grahamland Welding, had precisely the mechanical know-how and fabrication skills to pull it off.

“I also knew there was no way that they wouldn’t do it,” Patrick said with a grin. “When replacement parts don’t exist, they just make their own.”

In addition to the horse and rider, Dennis' backyard had three tractors in various states of repair Saturday morning. Describing their father as a master mechanic, Dennis said he was always fixing something.

 “I guess it’s in our genes,” he explained.

The family also shares an infectious sense of humor. A celebratory video posted on social media Sunday had them toasting and clinking their glasses and watching the horse “gallop” while Toby Keith and Willie Nelson sang, “We’ll raise up our glasses against evil forces singing ‘whiskey for my men, beer for my horses'.”

Patrick said his first Facebook post about the project had 41,000 views, “so we immediately knew it was a popular idea that people wanted to see.”

Patrick said his brother was the mastermind behind the mechanics.

“There’s a 1,140-rpm motor driving two pulley reduction shafts, and there’s a bell crank on the last shaft with links to the axles holding the legs; the bell crank system just drags them back and forth,” Dennis explained. 

The hardest part of the job, all three Grahams agreed, was wrapping tin around the profiles of the head of both the animal and rider to protect them on their journey across town.

Now that the Grahams’ work is completed, it’s up to Cheyenne artist Jordan Dean to take the final step in the creative process and paint it.

 “We asked him to use the original colors, though of course adding Jordan’s unique touch,” Patrick said.

If you’re out and about in north Cheyenne, you can’t miss the monumental 88-foot-tall Water Tank Mural that Dean designed and painted north of Storey Boulevard, which features a

360-degree view of six horses running across the plains. It won the 2025 People’s Choice award in Tnemec’s “Tank of the Year” competition. 

Dean’s involvement in the horse-and-rider project at Wrangler Boot Barn also adds to his string of distinctive work in downtown Cheyenne, where he’s created several murals, including the popular "Bison Strumming Guitar” painting behind the Paramount Cafe. It also depicts a banjo-playing eagle.

“He’s a good friend and a talented artist,” Patrick said. “I knew he would volunteer his time and do a great job.”

Said Dean: “It’s kind of a fun thing. I moved to Cheyenne and that horse was up there. So it’s been a part of my daily visuals for the last 20 years or so. I remember a point where it wasn’t working.

“Mr. Graham is doing this for generations to come. It’s going to be solid. It’s an iconic piece of art downtown that you pass by and you knew somebody painted it at some point, but you really don’t think about it. It’ll be fun to walk by and say, ‘I painted that'.”

Dean said the last paint job was pretty simple. 

“I look forward to giving it a bit of an upgrade,” he said. “I don’t want it to be unrealistic or too stylized. I want it to fit, but some of the details I’m excited to dress up a bit.

“I hope to see it in photographs for many years to come,” he said. “It’s one of those pieces that’s been photographed forever, and it’s an honor to help out with the painting.”

Laybourn said the re-creation will be unveiled this week during the Friday at the Plaza concert across the street. The time is still to be determined, but he expects it to draw quite a crowd

“It was just a brilliant, articulated sign, and bringing it back is part of bringing back the atmosphere of the whole downtown,” Laybourn said. “It’s the heart of Cheyenne.”

Will Dean sign his work, unlike the original painter?

“Of all the public art I’ve done I’ve probably signed less than half of them,” he said. “To me I don’t worry too much about signing where people can see it because I’ll have painted all over it. I might sign it where only I know where it is.”

He was even making jokes about it in the moments after it happened, 

the photographer who witnessed the event tells Cowboy State Daily

, said he’s been in contact with McDaniel’s grandson, who was with him when it occurred.

“(The family) seems to be protecting their privacy, so I don’t want to pry any more than I already have,” he told Cowboy State Daily.

He did, however, say that McDaniel was “in good spirits” immediately after his harrowing ordeal.

“He was in a lot of pain, but was conscious and joking the whole time,” he said.

McDaniel was walking past the Bridge Bay Campground with his 

 grandson around 8:30 p.m. when the incident occurred. The bull bison had been there for some time, running through the campsites and mock-charging people, tents and picnic tables.

When McDaniel and his grandson arrived, the bison was rolling in a dust wallow, and it seemed to have momentarily calmed down. The pair was unaware of how aggressively it had been behaving moments 

“They weren't even in that camping loop,” McLeod said. “They were walking along the road, quite a ways away from the bison. They stopped, got their phones out, and took some pictures, and when the bison started to get up, (McDaniel) was like, “OK, time to leave.’”

MacLeod has emphasized multiple times, during interviews with national and international news publications since the incident, that McDaniel and his grandson did nothing to provoke the bison and weren’t acting irresponsibly.

When the bison started running toward them, McDaniel ran behind a line of trees to put something between himself and the bison. He couldn’t have anticipated the bison would run into the trees, undeterred by the barrier.

“(McDaniel) made a lap around the trees, and the bison chased him through the trees,” MacLeod said. “I thought he'd lost him, but the bison kept going around and came out the other side.”

That’s when the bison hooked its horn around McDaniel’s leg and tossed him into the air. He landed hard on his right side, resulting in several broken bones.

At that point, MacLeod put his camera down and ran at the bison, "making myself as big and loud as I could," to drive it off. When several other observers followed suit, the bison ran off.

In one sense, McDaniel was lucky. He didn’t appear to have been gored by the bison’s horns, which could have made the incident fatal.

“Another gal and I did a blood sweep, but we couldn’t find any blood,” he said. “(McDaniel) was conscious and in good spirits until EMS arrived.”

McDaniel didn’t share any additional information on the incident or his condition, although his situation has improved from “critical” to “serious.”

, McDaniel is an active member of his community in northwest Washington.

He’s on multiple boards in Kendall, including Foothills Community Alliance and the Columbia Valley water and parks districts. He’s also one of the co-founders of The Foothills Communication Hub, an online publication with news and event information for Kendall and several other communities in northwest Washington.

MacLeod said he shared his videos of the bison with McDaniel’s grandson. He wanted to review his actions to see if there was any way he might have contributed to the bison’s aggression, and MacLeod repeatedly reassured him that he didn’t do anything wrong.

“He was really worried and wanted to see the video to make sure that it wasn't his fault,” he said. “It’s not his fault. You can tell from the very beginning. That was a really, really angry bison.”

It’s often said that a picture is worth a thousand words, but it’s worth more than that at the Bone Daddy Outlaw Bar and Grill in Dubois, which has undergone a dramatic transformation since it was purchased last year by Ben Barto and his wife, Sherry.

Hanging in one corner of the bar is a picture that says it all, even if few might guess at all the layers of meaning it holds for its owner.

It is a photo of motorcycle handlebars looking out at a scenic vista. The words say simply, “Life Behind Bars.”

“I was in junior high when I had my first motorcycle,” Barto told Cowboy State Daily. “And I had a neighbor with a faster motorcycle. He always used to brag about how he would outrun the cops when he was speeding.”

The brag turned out to be just that — as Barto soon discovered.

“We were riding together one time and we decided we were going to take off and see who was faster,” he said. “No sooner did we get started than there was a highway patrolman coming at us.”

The patrolman flipped his lights on, and the neighbor who loved to brag about outrunning the law meekly pulled over to the side. 

Barto, who’d never made such a claim, kept right on going.

“So the cop chased me for a while, and I couldn’t take a corner very well,” he recalled. “I had to lay the bike over and he caught up to me.”

Barto knew this was bad in every possible way, but he didn’t know just how bad until he got a look at the officer’s face.

“He was a friend of mine,” Barto admitted.

It was a friend who was shocked to see just who he’d been chasing.

“My uncle, who also happened to be a policeman and lived right across the street from me, was at the jailhouse that night,” Barto said. “And my folks were on vacation.”

While his uncle was disappointed in Barto, he decided not to throw the youth in jail, saying he knew his dad too well. He knew what would happen to Barto when his father found out his son had been arrested.

“He did issue me a ticket,” Barto said.

When Barto’s dad did come home, it didn’t take him long to hear through the grapevine what his son had been up to while he was away. 

“He took me to the jail and had my uncle take me downstairs to the jail,” Barto said. “He had me put in the jail and shut the door.”

For a moment, all was silent but for the echoing clang of the heavy door closing.

Then his uncle said words Barto has never forgotten.

“The way you’re going, you’re going to spend a lot of time behind bars,” he told him. 

And then he left Barto there to think it over for a while.

Barto decided then the only bars he ever wanted to live behind were the right kind — his motorcycle bars or, in this case, the bar he’s purchased in Dubois and is restoring. 

The photo is his reminder every day that he chooses the life he wants to live. That includes staying away from the wrong kinds of bars. 

“I haven’t outrun any cops since then,” Barto said with a chuckle.

Decades after that lesson in “life behind bars,” Barto has traded the threat of steel jail doors for steel blades married to custom-carved antler bone handles — a business he calls Bone Daddy Knives. 

The business has quietly been putting Dubois on the map for almost three decades, starting with a contract he picked up after a Montana gift rep died, leaving a shopkeeper with a demand and no knives.

Today, 2 miles inside the Wind River Indian Reservation, Barto buys about 25,000 pounds of antlers a year from local “shed heads,” or antler hunters. The best of the pieces become Bone Daddy knife handles, while the rest become part of the booming antler dog-chew trade.

Dubois craftsman Ben Barto owns Bone Daddy Knives, a hobby turned big business that’s now bankrolling a transformation of Dubois' Outlaw Bar and giving the once-seedy watering hole a new vibe. “This was just a dump when we bought it,” Barto said.
