CASPER — Sit in the lobby for the Natrona County Clerk of District Court on any given day and you’ll see people arrive looking for divorce paperwork, to pay a fine, make a child support payment or just hope to make sense of a legal issue they’ve unexpectedly been involved in. 

Some come asking about a loved one who is in trouble with the law. Others try to find a court record from years ago as they work through an estate inheritance.

It’s a place where all records related to felony court cases, probate issues, divorce, adoptions, name changes, civil cases that involve more than $50,000, and child support are maintained.

Records available inside the office go back to the late 1890s and the 16-member staff led by Clerk of District Court Jill Kiester juggle their mandated roles with helping people on a bad day as they spill out their stories of bad marriages, child custody issues, a loved one in jail, or their own run-in with state statutes.

“Everything we do here affects people’s lives,” Kiester said. “We try to understand where they are at. We just listen, and that’s OK."

Kiester, in the elected office since 2021, has 40 years working for the county, and said her office’s main duty is keeping the permanent court record which gets added to on a daily basis. 

On the ground floor of the county’s court building, her office is also the first one people see and go to for help.

Last year, 64,583 people walked through security into the courthouse building and many stopped to be helped, redirected within the building, or maybe outside it. 

Sometimes people show up looking for the federal court, Kiester said.

Her staff work with the four Natrona County District Court judges and their staffs as well as law enforcement, attorneys, state and county agencies, businesses doing background checks on potential employees, and the public.

The second largest court in the state, there were 2,360 cases added to her office records last year and 65,000 pleadings either via electronic means or paperwork. Child Support Enforcement is the biggest filer.

Complicating the Clerk of District Court’s role since April 2022 is the Wyoming Supreme Court’s effort to take all the state’s district courts to a paperless record. 

That has now become mandatory. Kiester still sees no end to that transition period and notes that people who represent themselves on an issue typically file using paper.

“We have a lot of systems for a lot of different things, and everything is on a timeline,” Kiester said. “We also are the face of the court.”

Many of the older and more historical court records are now on microfiche with originals sent to the state archives.

Deputy Clerk Supervisor Michelle Brown has spent 19 years in the office and works at training the staff on the responsibilities, processes, and legal understanding they need to answer questions from the public as well as ensure legal guidelines related to the documents are followed.

The office is currently working to develop some AI training that will cover the duties, protocols, and processes that need to be learned.

Brown also handles all the process of supplying documents for cases that are appealed out of the county to the Wyoming Supreme Court.

Both Brown and Deputy Clerk Carol Korell, who has been in the office for 18 months, join Kiester in emphasizing that serving people continues to be the motivator that brings them back to work every day.

“We want to try and make it not a scary experience,” Brown said.

Korell said she formerly worked for a civil attorney as a legal assistant in Nebraska and finds her Wyoming job challenging.

“It’s a whole different game being on this side of things,” she said.

While the staff works hard to find documents and answer questions presented by those who appear at their windows, one thing they cannot do is provide legal advice. 

Their message when asked for a legal answer goes back to telling people about the record on an issue.

“We try to give people the resources we know of,” Kiester said. “We don’t like people going from one office to another.”

One resource that has proven beneficial in the building is a court navigator who can explain how cases proceed through the court, help with filling out legal forms and proper conduct in the courtroom.

Kiester said staff regularly send people to the navigator program.

In the office’s role working with judges, Kiester said she and her staff are in district court courtrooms to keep the court record, swear witnesses in, and assist the juries.

The Clerk of Court keeps the process for selecting the names in jury pools and when a jury sits on a case, the office is responsible for providing for their needs as well as obtaining a civilian bailiff who oversees the jury. 

Her office also pays the jurors their salary set by the legislature of $30 a day.

“We try and make it the best experience we can make it,” Kiester said. “The content and subject matter often isn’t easy for them or our staff.”

In additional to criminal matters, the Clerk of District Court keeps records for family court matters that involve child custody, child support, and divorce; probate court issues involving conservatorships, estates, guardianships, and wills. 

Kiester’s office also serves juvenile court and adoption issues that must be kept confidential.

Natrona District Court Judge Joshua Eames in a statement for Cowboy State Daily said the judges and district court clerks serve the public in different ways but need to work closely together to accomplish their mission for the public.

“Their work forms the foundation that allows judges to concentrate on what happens in the courtroom,” Eames said. “It’s a close working relationship based on mutual respect, and the courts simply couldn’t run without them.”

Kiester said she is involved in the state’s Clerk of District Court committees and in addition to trying to educate the public about the office’s role, she also works with the local bar association to put on lunches to talk about process changes and other issues.

On the wall in her department’s meeting room are three framed pieces of artwork recently created by Kiester and her staff that represent their motivation and responsibilities.

One framed picture depicts the scales of justice with the word “Service,” another “The Record,” and a third, “Care.” 

Kiester uses them as a reminder for her staff as they keep fulfilling their mandate and meeting the next person at the window who wants to talk about their divorce or answer the phone when an attorney calls looking for a case number.

“I love it. I love the public, I love the record, I love it all,” Kiester said. “It’s lives. It’s important. As we go forward, people should be able to come to this window and get their record today.”

For more than 40 years, Hope Sheets marched through Cody's famed Stampede Parade in a flowing pink gown, four-inch heels and an extravagant flowered hat, waving to thousands of spectators while leading a fluffy white poodle dyed bubblegum pink.

When Sheets died in May 2025, the Pink Lady disappeared with her, and last year's Fourth of July felt different.

"It was a weird parade," said her oldest daughter, Lisa Kealey. "We were all very sad to go watch it without my mom in it."

Then parade organizers invited her to help celebrate America's 250th birthday by bringing back some of the event's most iconic entries.

"I'm doing my version of my mom," Kealey said. "I'm not copy-catting her exactly, but it is the same idea. It has the same personality."

Hope's original gown wouldn't fit. Standing just over five feet tall, she was much smaller than her daughter.

Kealey sat at her sewing machine and created a new pink dress inspired by the original — one longtime Cody residents would instantly recognize, but that still reflected her own style.

"I actually gave her that hat," Kealey said. "So now it comes full circle."

She carefully cleaned it, reshaped it and added fresh posies before wearing it down Sheridan Avenue.

"I do look quite a bit like my mom," Kealey said. "And everybody that found out is just super, super excited that I'm kind of bringing this whole thing back in honor of her."

Courtney asked the community if anyone had a white poodle she could borrow.

"I was shocked at how many people came forward to offer their dog," she said.

At one point she nearly settled on Roscoe, a large Goldendoodle whose owner had even bought him tiny pink Crocs.

"It was hilarious," Kealey said, but ultimately, Roscoe was simply too much dog.

Instead, she found a tiny white Pomeranian to be professionally groomed and dyed before the parade.

"She'll look like a little stuffed animal out there," she said ahead of the march. 

For a few blocks through downtown Cody, spectators once again saw a flash of pink, a fluffy pink dog, and a familiar flowered hat.

Long before she became the Pink Lady, Hope Sheets was already well known around Wyoming.

She and her husband, Lloyd, traveled the country performing music before eventually settling in Cody, where the family became known for singing and entertaining together.

When health problems ended her singing career, Sheets found another stage.

She opened a dog grooming business with the slogan, "There's Hope for Your Pooch."

"She lived to perform," Kealey said, so it made sense to advertise her dog grooming business in dramatic fashion.

"It was just kind of a cool, catchy thing to do," Kealey said. "She was very brilliant, very creative, and it just took hold."

Soon, the Pink Lady became one of the Cody Stampede Parade's most recognizable figures.

Kealey laughs that many people remember the pink dress before anything else.

"It's hilarious that she's known for that when she was such an amazing musician and singer."

"She was alive and nutty and crazy," is how Jenny Zink remembers her longtime friend.

Their shared love of performing quickly grew into a friendship that lasted more than three decades.

"She walked in three-inch heels all the way down the parade route and just waved," Zink remembered. "People would run out from the crowd and give her a hug."

Even after breaking her ankle while rescuing one of her beloved poodles, Hope refused to miss the parade.

Instead, Zink dressed as a nurse and pushed her the entire route in a wheelchair, her cast stretched proudly out front while the pink poodle trotted alongside.

"People would ask why she wasn't in the parade," Zink said. "They just couldn't imagine that she would be missing a parade after all those years."

"She was an irreverent, brilliant, funny, naughty and loving, eccentric person,” she said.

Growing up, Kealey remembers waiting for Hope to come home after late-night performances.

"She was narcissistic,” she said. "She would be out there to see who could see her, but in the process of seeing who could see her, she saw other people too.

ALTA — Seeing the sun rise over Grand Teton and the lesser peaks in the national park definitely is a perk for those in Alta.

They live on the back side of the mountains photographed and inundated by summer tourists in Jackson Hole.

The 429-resident community sits in the Teton Valley along the road to Grand Targhee Resort ski area. There are no bumper-to-bumper traffic lines that back up as tourists vie for views of a bison in Grand Teton National Park or the mountain scenes around Jackson Hole.

“It’s always been interesting living in a part of Wyoming where you couldn’t get to any other part of Wyoming unless you drove through Idaho,” said Jim Wilson, a fourth-generation farmer on the north side of Teton Creek. “Unless you hike or ride horses over the mountain, which many of us have done, you have to drive through Idaho to get to us.”

That hike over the Tetons involves 21 miles and 4,000 feet of elevation from Teton Canyon to Jenny Lake in Jackson Hole. Make sure to bring bear spray.

As a resident of Teton County, Wilson, along with fellow residents Steve Green and Hunter Christensen, knows that to get his license plates or go to the county clerk’s office involves at least a 40-mile drive with 20 miles through Idaho before re-entering the state over Teton Pass. 

And shopping — well, you do what you need to do.

“I’ve always claimed Wyoming,” said Green, a fourth-generation farmer on a 160-acre homestead in Alta. “(But) the only thing we do in Wyoming is pay taxes and license vehicles.”

Green, 70, who grows barley and hay on his farm south of Teton Creek and a few other leased properties, understands that having a view of the Tetons in his backyard is something to appreciate. But it’s also all he has ever known.

He characterizes his community and view as “the better side of Idaho.”

Christensen, 36, senior vice president at Hughes Foundation based in Jackson, grew up in Alta and went to school in the little elementary building that still serves students off of Ski Hill Road and then spent his middle school and high school years in Driggs, Idaho.

Unlike Green and Wilson, he drives Teton Pass most work days in his front-wheel drive Toyota Camry through all of its seasons, and characterizes the commute as just the way of life for many who live in Alta.

“It’s a beautiful drive every day,” he said. “You never go over that pass and think, ‘Oh, this is terrible.’”

Christensen said there are days when traffic backs up entering Jackson in the morning or leaving in the afternoons. Commuters plan for it. The winter weather in recent years has not been as heavy as when he was growing up, but there are days when he might have to work from home.

Christensen said he knows Alta residents who work in Wyoming and others who work in Idaho. But their identity, though a border community, remains rooted in Wyoming.

“Sometimes they call it ‘Wydaho',” he said. “We have a lot of wonderful neighbors in Idaho, a lot of good heritage and community with our neighbors across the border, and then we still get to be part of Wyoming.”

Christensen, Wilson, and Green all agree that shopping for the vast majority of people who live in Alta takes place in Idaho. Driggs offers a well-stocked supermarket and gas stations as well as a few other services.

To find the box stores, such as Walmart or Costco, residents travel to Rexburg or Idaho Falls, rather than pay the “resort town” prices at stores in Jackson, Christensen said.

Green, who worked at a lumberyard in Driggs for several years in addition to farming, said he contracts with Great Western Malting in Blackfoot, Idaho, to sell his barley. Much of his hay is sold to livestock owners in the Teton Valley and some to horse ranches in Jackson.

The farm he works was homesteaded by his great-grandfather and he has a son who might take it over as a sideline when Green is done. Making money off the farm is more difficult than ever due to the costs of fertilizer and the taxes on his home and barns as part of Teton County, Wyoming.

“I suspect there is always some kind of benefit to living in Wyoming versus Idaho, or Idaho versus Wyoming,” Green said. “For years, our property taxes and stuff were quite a bit higher than Idaho. Now Idaho, about 10 years ago, caught up. They kind of figured out they could charge more money, just like they do here.”

Green said he sold his cow herd about 25 years ago, but in recent years has purchased a steer or two in the spring to fatten up the family freezers. Predators have not been a problem.

Wilson works on the family farm run by his brother. They have the 160-acre homestead and have leased several properties to farm 1,500 acres of alfalfa, grass hay, barley, and a heritage wheat that has unaltered seed genetics from the wheat planted in the 1800s.

“We sell the wheat online or at farmer’s markets,” he said. The barley is sold in Idaho and the hay in Jackson and Teton Valley.

Wilson said he's often asked if he resents people moving into the community from other areas of the country to enjoy the scenery, skiing, hiking, or just walking their dog up the canyon.

He tells them he’s enjoyed the valley and the view for his entire life and certainly is willing to share it.

“I would describe it as heaven,” he said. “What I do resent is if they come in and try to change it to be like where they came from.”

Christensen said the community has elk on the outskirts, an occasional moose wandering through, and many black bears in recent years. During the winter, the traffic on Ski Hill Road to Grand Targhee picks up on the weekends.

On a recent weekday, Grand Targhee was hosting a mountain bike gathering that had cars going up and down the mountain and past an off-duty 

 Teton County Sheriff’s patrol car parked at the end of a driveway as if waiting for speeders to exceed the 25 mph limit.

Teton County Sheriff’s Office Operations Lt. Mark Priest said he has two deputies who live in Alta, and other deputies live in Idaho. They typically drive through the community as part of their shifts before heading over the pass to do law enforcement in the more populated Jackson Hole region and other parts of the county.

In addition to Alta, the department is responsible for covering the popular hiking destination in nearby Darby Canyon as well as other remote spots on the west side of the Tetons. Those require deputies to traverse the pass and drive Idaho roads before crossing back into Wyoming and the county to respond to any issues.

Priest said his department has strong relations with the Idaho counties. If needed they sometimes secure a scene or provide an initial response to an incident if his department can’t get there immediately.

“Recently we have asked them less and less because of the fact we have two guys living (in Alta) and then our guys in Idaho who are able to respond from home as well,” he said.

Wilson said residents receive good service from the county and even in the winter the roads will be plowed while Idaho communities experience closures due to snow.

All three of the Alta residents spoke of a community that looks out for one another and helps in time of need.

“The people who live here are by far salt-of-the-earth-good people that have a lot of love for their neighbors,” Christensen said. “That’s what makes living in Alta, for sure, and Wyoming in general, wonderful for me.”

Wilson said he recalled a time in the 1960s when an Idaho senator wanted to annex Alta.

A story in the Casper Morning Star on Feb. 13, 1965, stated that the senator had advocated that “many residents of Wyoming’s Teton Valley would like to be come Idahoans because the mountains cut their communication with Wyoming business centers.”

It apparently was more fancy than fact. Residents voted it down, the newspaper reported.

Wilson said there is no other place on Earth that he would rather be and made clear there is no identity crisis in the community. In the 1990s, Alta successfully lobbied to get its own ZIP code to distinguish it from the Driggs-based rural route that defined the community for years.

Now the Driggs Post Office serves two ZIP codes: 83422 for the Idaho side and 83414 on mail that carriers deliver across the state line.

“We have considered ourselves citizens of Wyoming since the day I was born, and my dad was born, and my grandpa was born and my great-grandpa homesteaded up there,” Wilson said.

Residents of remote Alta, Wyoming, say they don't feel disconnected even though the only way to get to the rest of Wyoming (outside of riding a horse or hiking over the mountain) is a 20-mile drive through Idaho and over Teton Pass.

A rancher in central Montana told Cowboy State Daily she suspects a grizzly inflicted ghastly wounds on one of her horses last month, although wildlife officials have yet to confirm it.

Leah LaTray posted photos of the horse and its severe injuries on social media, showing a large gash on its face, a massive open wound on its flank, and other injuries.

LaTray and her family run a cow/calf ranch near Lewistown, Montana, and she’s also a professional horse trainer.

LaTray said the horse apparently attacked by a grizzly is an 8-year-old quarter horse mare (female), and one of the ranch’s working horses.

She suspects the mare was attacked while in a pasture with four other horses on June 16 or 17.

The pasture is in a “wooded area” and also has a creek running through it, with willows along the bank.

LaTray said she didn’t find the mare until the following Tuesday.

“She was standing alone in the willows, with maggots in her wounds,” LaTray said.

The horse was examined by a veterinarian and is expected to live, she said. She added that her veterinarian, and another veterinarian who saw the horse, told her they think its injuries were suffered in a bear attack.

The horse is recovering well, LaTray said. 

The veterinarians could not be reached for comment by publication time.  

agent responded to the scene, but disputed the claim the horse’s injuries resulted from a bear attack.

LaTray said somebody reported seeing a “young grizzly bear” crossing the highway onto her property June 12.

She added that if her horse was, in fact, maimed by a bear, there’s no way of knowing if it was that same grizzly.

LaTray said her bear-attack claim was investigated by Kraig Glazier, the USDA Wildlife Services West District supervisor, based in Helena, Montana. 

A Montana rancher who lives more than 100 miles from grizzly territory says a bear mauled her quarter horse. Grizzlies aren't deliberately being reintroduced to prairie country. Instead, they’re moving back into those areas on their own.
